At the time this was encapsulated, this coin was 95% White. This was a practice at the time that PCI and some other 2nd tier service would provide and it is wonderful that they did so as can be seen, over the decades, the sulfur content within the slab has assisted with providing the amazing natural toning seen on the coin today. It is a long way from 95% white anymore, and a lot closer to 95% toned now!
The Green Label PCI Era is well known as being their best days. Known for conservative grading that, at the time, was in line or maybe a half tier under the top two or three major third party grading service at the time
PCI eventually went on to change ownership a handful of times (including having sold to Hallmark before repurchasing the brand and switching to the gold borders a few years later).
The more modern PCI slabs are a joke compared to the service they provided when they first appeared on the scene during rhe infant years of modern TPG
